Biggest U.S. tax hike on tobacco takes effect

taxes1222829185Smokers are gasping at higher cigarette and cigar prices as the largest federal tobacco tax increase in history takes effect.

“Oh my gosh,” Bernardo Torres said Tuesday when a clerk at a CVS Pharmacy in Falls Church, Va., told him the new price, which went up in anticipation of the tax increase. Torres wanted to buy his aunt two cartons of cigarette-size cigars, but he walked away empty-handed after hearing the new price: $134. The tax on little cigars went from 4 cents to $1.01 a pack.

“I don’t know what to do. This is going to hit her hard,” Torres said of his disabled aunt, 64, a heavy smoker who won’t quit.

“I’m going to quit,” said Will Hues, 27, smoking a cigarette outside the store. He said prices have gone up so much that “you’re out of your mind to pay it.”

The increases, which raise the federal cigarette tax from 39 cents a pack to $1.01, applies to all tobacco products. It comes as more than two dozen states, desperate for revenue in a sunken economy, consider boosting their own tobacco taxes this year.

“This is very historic,” said Matthew McKenna, director of the Office of Smoking and Health at the Centers for Disease Control and Prevention.

Before the tax hike, cigarette prices averaged about $5 a pack. Now, tobacco companies are raising prices by different amounts. Some are absorbing part of the increase; others are raising prices more.

In the past, a 10% price increase reduced cigarette consumption about 4%, McKenna said. He expects the federal tax hike to prompt at least 1 million of the 45 million adult smokers to kick the habit.

“We expect this to accelerate the decline” in cigarette consumption, said Bill Phelps, spokesman for Philip Morris USA, the nation’s largest tobacco company. He said consumption has been dropping 3% annually for a decade. “Some people may quit smoking,” he said. “Others may cut back.”

Nik Modi, a tobacco industry analyst at UBS, expects cigarette consumption to drop by about 9% annually. Tobacco companies won’t be badly hurt, he said, because they’ve prepared for the increase.

Last month, companies began raising prices to cover the tax increase. Marlboro maker Philip Morris raised prices by at least 71 cents a pack. R.J. Reynolds, maker of Camel, did so by at least 42 cents.

Congress passed legislation last year raising the tax to fund the State Children’s Health Insurance Program, but former president George W. Bush vetoed it. In February, President Obama, who has struggled to quit smoking, signed a new version.

Even tobacco-growing states such as North Carolina are considering increases. Two states, Arkansas and Kentucky, doubled their taxes this year.

The federal increase “will fall on those who can least afford it,” said Frank Lester, spokesman for Reynolds American. He said one in four smokers live at or below the poverty line.

“More lower-income people than higher-income people will quit” because they cannot afford the tax hike, said Eric Lindblom of the Campaign for Tobacco-Free Kids.

    Buying Discount and Wholesale Cigarettes On the Internet

    Smokers from around the world search, compare, and shop for discounted cigarettes over the internet. This method of purchase is nothing new to smokers looking to purchase lower priced cigarettes from the comfort of their home often at a greatly reduced price due to lower or no taxes paid by online sales. Since the advent of the internet, consumers and retailers have used this medium to advertise and sell their goods across the globe. The sale of discount and wholesale cigarettes is nothing new as the market for such products is high and the ease by which customer can choose and buy their favorite brands is an attractive incentive to buy from the internet.

    As with all purchases from the internet, buyers should first evaluate their purchase before they commit to an order. Some of the issues that should be considered are the product description and details. Are the cigarettes purchased from a particular website original and authentic? As popularity of certain brands of cigarettes increases, so does the illicit manufacturing of counterfeit cigarettes in such places as China, Eastern Europe, and various other locations worldwide. The product offered may appear or claim to be legitimate but upon closer inspection, these products may be counterfeit and made to low quality standards. Not only are some of the products sold on discounted sites offering cigarettes which can be counterfeit, they can also be dangerous. Studies conducted in Europe on counterfeit cigarettes obtained on the local market which were determined to be smuggled into the London market via China and Romania, have shown that such products can contain dangerous levels of foreign substances in the tobacco of such products. Examples of these materials have been identified as pieces of wood, plastic, paint chips, paper byproducts, and other such items. Buyers of cigarettes from discounted cigarette stores should consider the place of manufacture of the products they search for and also consider the price of the items offered. We all want the best price possible but a bit of caution should be warranted. Can the Ray Ban sunglasses sold at the flea market for $5 per pair really be genuine? Not likely. So too should buyers beware of offers on the internet for cigarette prices which simply cannot be real. Consider the fact that counterfeit factories in China produce and sell fake Marlboro cigarettes to unscrupulous internet sellers for about $2.50 per carton. That’s right, per carton, which means that the profit margin of dealers of these fake products is astronomical. The legitimate price of such a product is many times this amount and accounts for the legitimate branding, quality control, quality tobaccos utilized, etc. Buyers should use caution in their online shopping when comparing prices and look for telltale signs of a product being sold at a price that’s just too good to be true.

    Another consideration before purchasing cigarettes online from discounters is the terms and methods of payment and shipping. Does the price include the shipping? Is the shipping price too high or too low? Will the buyer receive their order in timely manner and if so, will the package arrive in satisfactory condition? All these are things that should be carefully considered before any purchase from an online cigarette discount store. Some discounters offer multi carton orders which are shipped in separate packages in order to circumvent the country of exports strict policies in regards to cigarettes. Not only does this method delay the buyer from receiving their order, it also increases the likelihood of lost orders or damaged orders from being shipping in smaller more damage prone packing. Does the discounter offer payment methods consistent with internet sales? The use of credit cards is by far the most convenient, safe, and fastest method of shipping. Use of electronic checks which divulge a buyer’s personal bank account should be carefully considered before purchase by this method. Another method of payment offered by some cigarette retailers is use of Telephonic Transfer. Not only is this method of payment cumbersome and slow, often taking 3-4 days before wire transfer is complete, it is also expensive as most wire transfer fees in the United States range from $10 to $40 per transaction regardless of the transfer amount. An order of $30 from an internet cigarette store may cost an additional $40 in wire transfer fees to make payment thus eliminating any discount the buyer would have enjoyed by ordering over the internet.

    With all of this said, buying cigarettes from internet cigarette discount sites is still the best option of buying cigarettes at the best prices. The taxes levied on cigarette these days makes cigarette prices so expensive that millions have turned to the internet for their cigarette needs when buying discount cigarettes and other tobacco products. Why should local, state, and federal governments line the coffers of their public budget with the money of smokers with burdensome taxes? An online cigarette purchase over the internet is the easiest and best method to allow everyone to be able to afford the cigarette they enjoy at a reasonable price. The only thing that should be done before you being enjoying the savings is to ensure that a careful and informed comparison be made of various websites and the methods they use to ensure that the buyer is well informed before they purchase.
